Food safety is such state of the economy at which availability of the foodstuffs to all inhabitants of territory is guaranteed at any time in demanded quantity which is necessary for healthy and active life. The mechanism of maintenance of food safety represents a way of influence on level of food safety of region on the basis of set of the legal, organizational, technological, financial, economic and social measures directed on prevention of threats of safety of all categories of the population of region at consumption by them of foodstuff and reduction of food risks.
The structure of the mechanism of maintenance of food safety of region includes process of maintenance of food safety (set of ten interconnected stages), private mechanisms - the organizational-administrative and program mechanism, the is standard-legal and information mechanism, the economic-financial and investment mechanism, a complex of integration communications of elements of the mechanism.
The organizational-administrative and program mechanism of maintenance of food safety includes controls (the committees of area supervising various aspects of safety of food system of region; departments and managements on maintenance of activity of agriculture), programs (the program of area in the field of agriculture development; departmental target programs in the field of animal industries or plant growing), a series of measures of support of subjects of agrarian sector of economy of region (including on the organization of import replacement of the foodstuffs; the population from threats to food maintenance etc.).
Realization of the is standard-legal and information mechanism is planned on the basis of statutory acts which create the institutional environment for realization of activity of the organizations of agrarian sector of economy of region. The is standard-legal and information mechanism includes strategic documents, plans and specifications, information support.
The economic-financial and investment mechanism is connected with definition of requirements and use of budgetary funds on government program realization, a professional training, granting of privileges, grants etc. Тhe вasic tool of use of means from the regional budget which are provided on realization of a complex of actions, granting of transfers in the form of grants, subventions is and other transfers to local budgets is perfectly in order and on conditions which are established by legislative and other standard legal certificates of area.
The mechanism includes resources and financing (including resource base of development of agrarian sector of economy of region; budgetary financing and crediting of the enterprises, insurance and tools), investment maintenance (investment projects and agriculture programs, technical and economic support and business planning, system of the state orders of innovative programs; сontracts on delivery of the goods of manufacturers, formation of investment and food funds), economic measures (the price policy in agrarian sphere, measures of financial improvement of the enterprises, measures on increase of incomes of the population, a measure on decrease in food risks).
Taking into account the generated mechanism of maintenance of food safety of region creation of the structured system of food safety which will allow enforcement authorities is necessary: to spend a rational food and territorially-branch state policy; quickly to react to dynamics of factors of environment, basically, market conditions of the foodstuffs; to form and introduce large economic and social programs of growth of food resources taking into account stabilization of branches of agriculture for the country and its separate regions; to protect social and economic interests of the population and it is rational to influence growth of level and quality of life of the population.
Thus, the integrated mechanism of maintenance of food safety of region simulates structural variety of intentions and actions of executive powers of the government in the course of maintenance of food safety of region, that is opens the maintenance of a policy of maintenance of food safety.
