The economic state of nowadays Ukraine is defined as crucial. There are many different programs and projects which have the very aim – to reduce the repercussions of crises and to improve enterprises’ activity up to date. And there is still no any all-purpose mechanism which can heal the native economy. One of the most difficult situations is in building sphere. It is complex compound multi-elements very stochastic and hardly predictable system. In the same time it can be one of the most profitable areas in domestic business.
There are known theoretical and practical researches in economy, organization, financing and various enterprises development features defined by authors N.Brunow, R.Breytenbyuher, N.Verhoglyadova, A.Voitenko, A.Goyko, E.Grisha, P.Kayuk, V.Kirnos, Y.Lindsay, B.Lintz, F.Stangenberg, A.Timinsky, V.Tkachenko, A.Tovba, R.Tyan and others. Technological aspects of building are given in papers of N.Baranovska, A.Gorodetsky, A.Jain, S.Lee, W.Teng, R.Howlett and others. Organizations project management usage fully described by A.Belokon, A.Beloschitsky, V.Bolshakov, N.Bushueva, D.Levchinsky and others.
Quality system formation requirements and process approach implementation investigated by P.Angus, A.Betts, J.Cooper, A.Bortnic, A.Brash, D.Brown, V.Vecherov, R.Graham, T.Davenport, J.Jeston, R.Johnson, V.Eliferov, H.Johansson, A.Capitula, A.Klimchuk, V.Smith, A.Lavrentiev, E.Oyman, T.Smith, J.Champy and others. Unfortunately the information provided by authors didn’t find the mass use at domestic enterprises. There are known only their works aspects implementation by leading native universities. These can partially solve the problem of process management usage understanding.
The purpose of the very theses is to propose the basics of process-based innovations at building enterprises in nowadays Ukraine as a particular way to their improvement.
The building sector has composite nonhomogeneous structure. It includes investors who makes capital investments from their own and (or) other funds; developers who ensures their building plots on their land with construction, reconstruction, capital construction repair and execution of engineering projects, their implementation documentation preparation in the construction, reconstruction, main repairs; customers who implements investment projects; contractors performing work under contract or state (municipal) contract; self-regulatory organizations of researchers, designers and builders; professional research and creative organizations; international organizations; State which defines urban planning and housing policy, that provides regulation and state building supervision. And these show a need of common functioning ground forming of them.
It’s also important to mention some facts. In the frames of scientific and practical research it was found the tendency that during the period of 2015-2018 years building sphere faced with the serious problems. Building enterprise employees number reducing; employees dismissal; illegal business builders share increasing; goods, works executed and implemented project amount reducing; overall price increasing; construction industry investment activity declining; total investment reduction; external stochastic increasing and incomprehensible approach to production, quality systems and management; performance predictability lack and forecasting complexity; low focus on satisfying customers; orders number reducing; very weak ISO standards application, process approach absence and others.
The way to Ukrainian building sphere enterprises improvement can be process-based innovations. That will also give enterprises ground for ISO 9001:2015 implementations, and make them attractive for foreign investments and cooperation, also open them enter to European Union (where the ISO 9001:2015 is basic standard for enterprises in their different life circle stages: creating, forming and functioning). There must be applied modern technologies for building enterprises, realizing regional building clusters idea as an effective way of interaction between government, business and public and also commercial and social factor.
The task of common cooperation basis forming in the following clusters can be defined as making building enterprise activities to be clear, customer focused, understandable and attractive for foreign partners and investors; implementing the process approach as the basis for standardization by ISO 9001:2015; and the process management implementation task solving according to the Balance Scorecard and the limited resources that would significantly accelerate the implementation of the above proposals. These proposals had practical implementation testing in domestic building organizations. This information is useful to regional innovation specialists and economics courses for students of Ukrainian universities.
